Omnibus VI

On 8th July 2025, the European Commission presented an Action Plan to strengthen the competitiveness and modernise the chemicals sector.

The plan includes a ‘simplification package’, known as the Sixth simplification Omnibus (“O-VI”) which seeks to further streamline, simplify and clarify EU chemical legislations, including the Cosmetic Products Regulation (CPR) (Regulation (EC) No 1223/2009).

The proposed amendments to revise the CPR aim to maintain the EU’s high safety standards under this regulation while clarifying current requirements and reducing unnecessary administrative burden on cosmetics and personal care companies.

The Commission’s proposal includes:

  • Clarifications of the derogation procedure for substances classified as Carcinogenic, Mutagenic, or Reprotoxic (CMR). The proposed text clarifies and streamlines the interface between the Classification, Labelling and Packaging of substances and mixtures Regulation (CLP), and the CPR. It aims to ensure that ingredients that can be safely used in cosmetics are not automatically banned following a hazard classification under the CLP.
  • Establishment of a procedure for including colorants, preservatives, and UV filters in the relevant CPR annexes to streamline the process and speed up the use of new cosmetic ingredients
  • Digitalisation of the European Commission glossary of common ingredient names to ensure accurate labelling and reduction of compliance errors
  • Removal of the need to pre-notify cosmetic products containing nanomaterials under Article 16 of the CPR. This change addresses a duplication as the pre-notification is already required under Article 13 and intends to reduce administrative burden on the industry
