European Commission’s Chemicals Strategy for Sustainability

Statement

14th October 2020 – The European Commission published today its Chemicals Strategy for Sustainability (CSS) and the accompanying Staff Working Documents.

Cosmetics Europe shares the European Commission’s Chemicals Strategy for Sustainability overarching goal for robust chemicals policy framework that protects consumers and environment; safety is our number one concern. At the same time however, we highlight the need to ensure industry’s competitiveness and innovation capacity to deliver to the needs and expectations of consumers.

The Chemicals Strategy for Sustainability addresses several areas of relevance for the cosmetics and personal care sector policy and our sectoral legislation, the European Cosmetic Products Regulation (EC 1223/2009).

Cosmetics Europe would like to emphasize that the Cosmetic Products Regulation already ensures the safety of cosmetic and personal care products in Europe. It is one of the most stringent and respected regulations, which provides strict risk and management tools and robust mechanisms to address substances that could potentially affect human health. It is a legislation that proved fit for purpose and stood the test of time.

We strongly believe that that any future policy decisions must be made on the basis of evidence and science assessing the impact for consumers, the environment, industry and its competitiveness in a proportionate manner, in line with the Better Regulation principles.

As a constructive stakeholder, Cosmetics Europe will engage in the future debates on the specific initiatives presented in the Chemicals Strategy for Sustainability of relevance for the cosmetics and personal care industry.
